Debris from verge on road

REPORTED by resident: Location is near to a large wood pile about 50 yards before the metal gate at the bottom of the hill on the near side as you head towards North Marston. I have removed the items consisting of mostly bricks.Thursday morning (15th Feb) about 9 am I drove down Marston Hill and came across what appeared to be a pile of earth fallen from the roadside bank. Unfortunately due to other traffic on the road including a blue SUV that appeared to be attached to my rear bumper (obviously exempt from the 40 limit) I was unable to take avoiding action. After a loud thud my front nearside tyre deflated, I changed the wheel further down the road and the following day was charged £144 for a new tyre.
I appreciate living in a rural location lends itself to unusual driving conditions and that circumstances conspired against me on this occasion. However the debris appears to have fallen from an existing brick wall which forms part of what looks to be a retaining wall for the roadside banking.
