Road breaking up badly

All along this stretch of road the road surface is badly breaking up. It is now getting dangerous to drive over, and motorcyclists are at high risk of injury.

Some repairs have been made (poorly). However, the road still has potholes, and the general road surface is very poor.

Apparently the road isn't bad enough to repair. Although there are many potholes many up to 2-3 inches deep.
