Footpath at pumping station

Anglian water have a tanker on the verge with pipes across the footpath. They do not have any ramp over them. This path is regularly used by disabled buggies and pushchairs. I have just passed a disabled buggy travelling in the road as he could not use the footpath. The carriageway is also very muddy as the traffic lights force lorries to cut across the verge.
