On the 90 degree bend

This is a single track road. As we get every year, multiple potholes have developed on the narrowest part of the road. These continually cause damage to car tyres. Surely the road should be resurfaced, instead of the same potholes being filled in every year? Within a couple of weeks of them being filled in, they just start developing again.
