Destruction of parking bollards

The owner of this car is the most up himself piece of s**t that I have ever had the displeasure to encounter. Him and his wife have a car each, and, they’re responsible for the wilful destruction of the parking bollards that once were on the roadside outside Chessbury Close, Chesham. There used to be two on each side of the hard standing. They have systematically demolished them. Is there anything that can be done about it? By way of not only replacing the bollards, but making them cough up towards the costs that they have caused?

    Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
