Cover marked 'Highway' is not fit flush to road and causing noise disturbance

Sent to Buckinghamshire Council less than a minute later. FixMyStreet ref: 3539492.
This problem has been going for a couple of months. Some workmen turned up at 11pm to fix, with no prior warning, which in itself was obviously an issue. Been left with poorly fitted cover, with road material (tarmac?) disintegrating around it. Vehicle passing over hit the cover, causing a loud noise throughout day and night.

This has been passed to the local area technician to investigate, they will carry out an inspection within the next 10 working days and if required arrange to resolve the issue.
