Overgrown laurel hedge no safe passage for pedestrians / drive safety

Please see enquiry 40176445 from last year still open while working on my verge a lovely gentleman walking passed was fine on my verge but says he always has to take his life in his hands passing the overgrown laurel hedge as there is no safe zone it also makes my exit from the old orchard difficult and safety would be improved is this could be cut back. I have asked the neighbour and trimmed a bit - he has told me he has NO intention of cutting it back unless the council request him to do so - please help with this matter
